I’ll need to address your comments one at a time.
1) We do not recall an agreement among WG4 participants saying that the proposed dates were not realistic, but just a comment saying that they were optimistic. Please remove the sentence. – Response. I circulated a version of the Flimsy with your previous proposed changes to the WG 4 and leadership. They suggested that the statement that refers to RTCA SC-159 WG 4’s assessment of it’s own TOR dates should be put back in (i.e. that it was an accurate assessment of the discussion). So I’m inclined to go with them on this.
2) In view of this new paragraph, please also add: "WP 17 proposes to limit the GAST-F concept to an extension of current GAST-D concept (based on GPS L1 only) to the new signals and constellations available. The GAST-F would provide the DFMC processing capability, analogue to DFMC SBAS and ARAIM" – Response: Accepted. In fact I made your sentence the first sentence of the paragraph. By the way, this paragraph came about because of the line you previously proposed essentially saying that RTCA SC-159 appreciated the fact that GAST F was an extension of GAST D. Again the RTCA folks basically rewrote your sentence to reflect their perception of where WG 4 was on the issue. I think with your added sentence it pretty clearly captures the discussion now.
3) Please remove "a revised version of WP17 was considered", The relaxation of the EC proposed timeline is not reflected in WP17 – Response: Agreed. I thought I already had fixed this based on your previous input. Was surprised to see it in there this morning. In fact I tweaked the words a bit to make it clear that the “relaxed” timeline was offered verbally during the meeting.
4) Please add: "However, there is no agreement on the delivery date of GAST-F SARPs. It was noted that too distant target completion milestones in the ICAO Job Cards may discourage the Member States to invest and progress on GAST-F - Please add: "However, there is no agreement on the delivery date of GAST-F SARPs. See the attached revision.
5) Please add a footnote that "There is no agreement on the delivery date of GAST-F SARPs" – Response – I added a footnote

Attached is the first draft of a flimsy to be submitted to NSP 6 giving the status of GBAS Working Group. Please review this flimsy and provide any comments by close of business Nov. 10th, 2020. I would particularly appreciate it if GWG members who attended the various teleconferences would carefully read the account of the discussions and outcomes of those teleconferences to ensure that I am not misrepresenting or missing any significant discussions or outcomes.
