[Nspcsg] Draft Working Paper for NSP3 GWG

GWG Colleagues,

Attached is a draft Working Paper that requests an editorial change associated with a prior update to support more than 4 Reference Receivers in a ground station architecture.  These changes came from discussion at the RTCA SC-159 WG4 meeting held last week.

These changes are editorial as they:

1.       Simplify the language for improved clarity, and

2.       Add a reference to the MOPS to avoid any ambiguity in the reason for the requirement

Please review and provide any comments you have on this change to Joel Wichgers, Barb Clark, Rick Cassell and myself.
