Colleagues -
Rick and I (mostly Rick - thanks!) have started drafting this on behalf of Matt Harris's "ESV adhoc."
Matt has *not* yet reviewed it, so there may be issues that Rick and I haven't seen and addressed in the paper. That is where you all can help.
Please review and comment any time up to and including at the RTCA SC-159 WG-4 meeting scheduled for 18-20 October. We'd prefer you reply via email to all three of us at a minimum (Rick, Barbara, Matt) - but feel free to respond to all or wait for the RTCA meeting.
At or after the RTCA meeting, a decision will be made with regard to what to do with the paper for NSP/3 in December.
Feel free to forward to folks who have supported this effort in the past. As a matter of fact, we would appreciate your scan of the distribution for accidental omissions.
