Matt had set to the list (which counts as one address) and cc'd a lot of other addresses (more than 10). It sent those emails to the list administrator (Me) for approval. Hence, both of Matt's emails were sent to a queue for approval and I didn't see the notice till this morning. They should have gone out after I approved them (after the phone call this morning). I also increased the threshold of allowed number of addresses to 50 so that this shouldn't happen again. Just be aware that you can't send emails with more than 50 recipients to the list or it will end up in an approval queue that will delay delivery. I think the list server is working fine otherwise. These observations may fall within the scope of the bubble model that was used to validate the SARPS requirements previously with 1.5 second time to detect. Susumu Saito and Matt Harris will verify that gradients up to 700mm/km were simulated for the plasma bubble scenarios and consider writing guidance material for the specific plasma bubble model used in validation. Also, the wedge model could be adapted to include larger gradients, potentially with limited maximum delay, but Matt believes this may result in undetectable errors that are larger than acceptable for GAST D. If time-to-detect is allowed to increase, then does the plasma bubble validation also need to be performed again for larger values, or do we need to modify SARPS requirements to account for different ionospheric environments? SARPS requirement / Tropo effect: It is difficult for ground manufacturers to validate the proposed requirements for increased time-to-detect since the tropospheric effect is not well understood or modeled in terms of frequency, time constant, size, etc. Also, there is no detailed technical solution in the public domain, and it might vary depending on the specific implementation of a gradient monitor. We plan to discuss the previous papers by Honeywell at the next call to provide any additional details on the tropo effect to help the group understand the phenomenon enough to validate or agree with the proposed requirements. We will also discuss the simulation work being used to derive the time-to-detect requirements since we ran out of time today. Also, since Section 4.3.1 recommends broadcasting the new parameter EIG in terms of two separate numbers from which EIG is calculated by the aircraft, I suggest changing the phrase "greater than the broadcast EIG value in the Type 2 message" to "greater than the EIG value computed from the broadcast Type 2 message" to avoid any confusion. Regarding Section 4.3, I don't have any objections to its content or the inclusion of EIG in this requirement, but I think the introduction to this section (the two paragraphs prior to Section 4.3.1) should give a more detailed explanation of its benefits. Those of us who have participated in this discussion can probably infer what is meant, but the larger audience may not be able to without further explanation. For example, point (2) at the end of the first paragraph mentions several concepts to be traded off, but more information is needed to follow the train of thought that is implied here. Also, in Section 4.3.1, it should be made clear that the calculation shown in Eq. 1 is done by the aircraft, which means that the aircraft also needs to calculate "D" for the approach that it is conducting based on its knowledge of the approach path, LTP location, and GBAS centroid location. I'll be on tomorrow's telecon to address these and any other issues.
